Providence Village

Current Status

We are pleased to announce that the Urban Design Framework for ‘Providence Village’ (Step 1) has been successfully approved through the Victorian Civil and Administrative Tribunal (VCAT). This approval primarily focuses on the access strategy for the site. With this important milestone achieved, Pask are now preparing to submit a town planning permit application (Step 2) to Hume City Council.

Hume City Council has a statutory period of 60 days to either accept or reject the application. Should the Council decide to reject or fail to make a decision within the statutory period, Pask will have the option to appeal through VCAT, which could take between 8 to 10 months. However, returning to VCAT is considered a last resort.

If Council approves the town planning application within the statutory timeframe, Pask aim to commence work on-site in late 2025 or early 2026.

Background

In close consultation with Hume City Council and the State Government, an initial rezone application made by Pask in 2007 saw the rezoning of this site from Rural to Residential Development. This rezoning resulted in the realisation of Providence Greenvale – an award-winning community now home to over 600 families.

Recognizing an opportunity to further enhance the community it had created, Pask lodged a subsequent application in 2011 to rezone part of the site for Comprehensive Development. The approval of this application allowed Pask to expand upon the local area’s existing amenities through the development of a Neighbourhood Activity Centre (NAC), to serve residents of Providence and the broader Greenvale community.

In accordance with the Victorian Planning Scheme, before submitting a town planning permit application, Pask was required to obtain approval for an Urban Development Framework (UDF) for the site, with the latest proposal detailing:

– A major anchor tenant
– A selection of speciality food & beverage and service retailers
– A dedicated medical/health hub
– A landscaped public realm

It is expected that delivery of this asset will create 700 construction jobs and 400 ongoing local employment opportunities once completed.
The viability of Pask’s proposal is underpinned by the approval of a signalised intersection at Garibaldi/Mickleham Roads, which will improve traffic flow and accessibility to the future-NAC. This approval has now occurred, which directly benefits both local residents and the wider road network.
Approaching a 20-year investment in the Hume community and with future projects planned for the next 15 years, Pask has a long-term commitment to the area and values its relationship with Hume City Council and local residents.
